Programme Manager - Areas Under Regeneration

Location: Binissalem, Illes Balears, Spain


About the Foundation: Save the Med is a non-profit organisation dedicated to the active regeneration of the Mediterranean basin. We work to strengthen and revitalise vital marine and coastal ecosystems, promote environmental education, foster community engagement, and advocate for effective conservation policies, with the aim of ensuring a prosperous future for all species and the communities that depend on a healthy Mediterranean.


The Areas Under Regeneration (AUR) Programme is a holistic, bioregional framework driving integrated land and sea regeneration in three areas of Mallorca. The Programme Manager will lead an interdisciplinary team to implement the AUR methodology, which centers on participatory governance to achieve shared stewardship. This work integrates three key phases (Work Packages)  across all areas:


  • Understanding: Gathering scientific data and traditional knowledge.

  • CARE (Community, Awareness, Responsibility, Education): Implementing the governance framework.

  • Action: Delivering environmental implementation and policy change.


Job summary: We are seeking a highly motivated and experienced full-time Programme Manager to lead the strategic management and coordination of comprehensive regeneration efforts across three designated Areas Under Regeneration (AURs): Andratx, Sóller, and Pollença. The successful candidate will apply formal Programme Management methodologies to ensure alignment, integration, and timely execution of all Work Packages (WPs) within each AUR.


This critical leadership role requires managing a complex matrix structure (3 AURs x 3 WPs), coordinating specialised experts, and contributing to the sustainable regeneration across environmental, economic, social, and governance dimensions.


Key responsibilities (Focus on programme management)


1. Strategic Programme Management & multi-area coordination

  • Lead and oversee the planning, execution, monitoring, and closing of all activities across the three distinct AURs (Andratx, Sóller, and Pollença).

  • Apply formal Programme Management methodologies (e.g., PMP, Lean & Agile) to ensure the efficiency, success, and strategic alignment of all WPs across the different geographical areas.

  • Manage the overall programme scope, schedule, and consolidated budget, proactively identifying and mitigating risks across the three AURs.


2. Work Package (WP) integration and alignment

  • Coordinate the three core Work Packages (WPs) within each AUR, ensuring the integration and transition between phases:

    • WP Understanding (Knowledge Acquisition): Ensuring a robust and complete knowledge base is established for each area.

    • WP CARE (Community, Awareness, Responsibility, and Education): Guiding the implementation of effective community engagement and educational strategies.

    • WP Action (Action Implementation): Leading the collaborative identification and prioritisation of implementable actions.


  • Ensure that the data and insights generated in one area are leveraged to inform the strategies of the other AURs where relevant.


3. Coordination of specialised programme experts

The Manager must ensure the seamless collaboration of key technical leads who support all three AURs.


  • Serve as the primary liaison and supervisor for the specialised experts, including the Scientific Director and the Technician of Participatory Processes and Local Community Involvement.

  • Ensure the Scientific Director's input is effectively integrated into the WP Understanding of all three AURs, guaranteeing data integrity and scientific validity.

  • Coordinate with the Technician of Participatory Processes to design and oversee the effective implementation of the WP CARE across the various AURs, building strong relationships with local communities.


4. Strategic alignment and reporting

  • Ensure that prioritised actions are cross-cutting and mutually reinforcing across the four dimensions (Environmental, Economic, Social, Governance) within and between the AURs.

  • Define clear metrics and monitoring mechanisms to track the progress and impact of the entire programme.


Required qualifications and personal attributes

  • Bachelor’s degree in Environmental Studies, Economy, Sustainable Development, Sociology, Anthropology or any related field. A Master’s degree is highly desirable.

  • Proven experience (3 years) in successful Project/Programme Management of complex, multi-stakeholder, and multi-location initiatives.

  • Formal training or certification in Programme/Project Management methodologies (e.g., PMP, Lean & Agile) highly valued.

  • Essential knowledge of Project Management software/tools (e.g., Asana, Basecamp, Trello, Microsoft Project, Monday,  etc.).

  • Fluent proficiency in Spanish, English, and Catalan (spoken and written).

  • Exceptional facilitation, communication, and interpersonal skills with a track record of engaging diverse and potentially conflicting stakeholder groups.

  • Strong analytical and strategic planning skills with the ability to synthesise complex data and team narratives into actionable plans.
